If you had not been the first agency to step forward with an offer to provide funding, we would never have been able to raise the monies required to match the federal grant for this project...I cannot imagine that a commercial bank would have stuck with us as you did through all of the trails and tribulations which we have experienced in reaching the point at which we are today.
