With a mission of “Building Lives that Work,” Goodwill Industries of Central Florida (GICF) is one of the largest not-for-profit corporations in Central Florida dedicated to serving low-income people by providing employment opportunities, training, and job placement services for every member of the community to develop their full potential. GICF helps local residents and Goodwill employees achieve personal growth by increasing economic stability through its jobs.

Since 1959, GICF has expanded its network to include 31 retail and service locations placed strategically throughout Brevard, Lake, Orange, Osceola, Seminole, and Volusia counties. Two of these locations – Goodwill in Holly Hill (Volusia County) and Goodwill in Kissimmee (Osceola County) – are in substantial disrepair with limited training facilities.

Financing through Florida Community Loan Fund’s New Markets Tax Credit (NMTC) program will help GICF renovate larger, well-located facilities and recapture some of the funds used to acquire them. The expansion of both locations will allow GICF to serve 503,000 people annually.

Florida Community Loan Fund (FCLF) provided $20 million in Federal NMTCs for the expansions. The investor is Truist Bank. Without NMTC funding, GICF would likely have to cease providing services in these low-income, severely distressed communities. This transaction was completed in June 2026.

In Holly Hill, GICF worked with an affiliate not-for-profit corporation, GoodSource of Central Florida, Inc., to acquire an existing 30,804-sq ft building, of which 19,000 sq ft will be used for job training and quality donated goods retail operations. This location will become the primary training location for GICF in north Volusia County. In Kissimmee, GICF also worked with GoodSource to acquire a 65,000-sq ft facility, of which 39,000 sq feet will be occupied by GICF to increase its programming and retail operations. This location will become the primary training location for GICF in Osceola County. Both new locations are situated along a major bus route making transportation less of a barrier for members of the community to gain skills training and secure employment. 

Together, the Holly Hill and Kissimmee projects mark FCLF’s second NMTC structure with GICF. In 2024, FCLF provided $20 million in Federal NMTCs for GICF to purchase and substantially rehabilitate a 93,492-sq ft building for programming expansion, donated goods retail, corporate offices, and training facilities for the Goodwill South Orange Blossom Trail location in Orlando, the nonprofit’s primary training facility. Construction is nearly complete, and the facility is already open and poised to serve 1.5 million residents per year.
